ILA to Debut New Center for Healthcare Affordability to 60+ Members of Congress at Annual Ratings of Congress Event
Annual gathering will honor top-scoring lawmakers and introduce members of Congress to a new healthcare affordability framework.
WASHINGTON, D.C. — The Institute for Legislative Analysis (ILA) will host its annual Ratings of Congress event on June 24, 2026, bringing together members of Congress, congressional staff, and policy leaders to recognize lawmakers with strong limited government records and to formally debut the Center for Healthcare Affordability (CHA) to federal policymakers. The event annually draws more than 60 members of Congress.
Each year, ILA's Ratings of Congress event honors lawmakers who score above 80 percent on the Limited Government Index, the most comprehensive rating system published on the U.S. Congress. This year's Index is based on nearly 90,000 individual votes cast by lawmakers, each backed by detailed policy analysis and evaluated for its alignment with limited government principles.
This year's event will also serve as the formal introduction of the Center for Healthcare Affordability, a new policy resource designed to help lawmakers better understand the underlying drivers of rising healthcare costs and the reforms needed to address them. During the event, healthcare experts affiliated with the Center will present its framework, walk members and staff through its research and policy recommendations, and answer questions about how Congress can advance solutions that make healthcare more affordable.
The debut comes at a consequential moment for congressional Republicans heading into the 2026 midterm elections. After last fall's government shutdown and with affordability continuing to rank among voters' top concerns, ILA said lawmakers need both clear messaging and credible policy solutions on healthcare.
"Our annual Ratings of Congress event is always a great time because it gives us the chance to celebrate lawmakers who have stood strong for limited government while also bringing people together for serious discussions about the policy challenges ahead," said Ryan McGowan, CEO of the Institute for Legislative Analysis. "This year will be especially meaningful because we will also introduce the Center for Healthcare Affordability to members of Congress and their staffs, hear directly from healthcare experts, and discuss the kinds of solutions lawmakers need as affordability becomes a defining issue for voters."
Among the lawmakers to be recognized this year is Rep. Morgan Griffith (R-VA), who leads the House Energy and Commerce Subcommittee on Health. Griffith will receive ILA's Defender of Limited Government Award in recognition of his voting record, and he will also be recognized for his work to advance policies aimed at making healthcare more affordable.
